Non-Discrimination Notice –

The Jefferson County Community Partnership doing business as “JeffCo Express ,” grants all citizens equal access to all its transportation services. JeffCo Express endeavors to ensure that all citizens are aware of their rights to such access. JeffCo Express provides services and operates programs without regard to race, color, and national origin in full compliance with Title VI.

Title VI is a section of the Civil Rights Act of 1964 requiring that “No person in the United States shall on the grounds of race, color or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal financial assistance.” Title VI does not address gender discrimination. It only covers race, color and national origin.

Title VI Complaint Process

As a member of the general public, if you desire to file a discrimination complaint against JeffCo Express under Title VI, the following process should be followed:

  • The complaint should be filed with the Program Manager listed above.
  • Any person, who believes he or she has been subjected to unlawful discrimination by any employee of JeffCo Express, may file a complaint.
  • The complaint should be submitted to the JeffCo Express Program Manager in letter format and at a minimum should include the following written information:
    • Complainant’s name and address, and a telephone number where you may be reached during business hours
    • A general description of the person(s) or class of persons injured by the alleged discriminatory act(s)
    • A detailed description of the alleged discriminatory act(s) in sufficient detail to enable JeffCo Express to understand and investigate what occurred, when it occurred, where it occurred and the basis of the discrimination complaint(race, color, national origin)
    • A list of all witnesses with contact information and/or copies of any documents, pictures, or supporting other information;
    • The letter must be signed and dated by the person filing the complaint or by someone legally authorized to do so on his or her behalf.

The complainant also has the right to file a complaint with an external agency such as the Department of Transportation (DOT), a federal or state agency or a federal or state court.

  • Within 10 workdays of receipt of any internal complaint, the Program Manager will notify the complainant in writing and initiate an internal investigation.
  • The Program Coordinator will immediately comply with agency/department request for all externally filed complaints.
  • JeffCo Express investigations will address complaints against any JeffCo Express department(s).
  • Investigations will include discussion(s) of the complaint with all affected parties to determine the problem. The complainant may be represented by an attorney of his/her own choosing and at his /her own cost.
  • The investigation will be conducted and completed within 60 days of the receipt of the formal complaint.
  • Based on all the information received, an investigation report will be written by the Program Manager. JeffCo Express will make a determination regarding the findings.
  • The complainant will receive a letter stating JeffCo Express’ final decision by the end of the 60-day time limit.
  • The complainant will be notified in writing of the cause to any planned extension to the 60-day rule.
  • Complainants filing internal complaints shall be notified of the right to appeal the decision. Appeals may be made to the Department of Transportation, Missouri Commission on Human Rights, Equal Employment Opportunity Commission or the Missouri Department of Human Rights.
